The Second Mekong River Commission Summit took place in Ho Chi Minh City (Vietnam) on 5 April, 2014 under the theme “Water, Energy and Food Security in the context of climate change”. It was preceded on 2-3 April by an international conference on “Cooperation for energy, food and water security in transboundary basins under changing climate”. Luxembourg, that currently supports the “Climate change and adaptation initiative” of the Mekong River Commission with $2,600,000 over the time period from 2011-2015, was represented at the Summit by Dr. Jacques P. Leider, counselor at the Embassy in Bangkok and Deputy Head of Mission to Laos and Myanmar, and co-signed in the “Joint Development Partner Statement” made public during the summit.
