8th Partnership commission between the Grand-Duchy of Luxembourg and the Socialist Republic of Vietnam

On 23rd of September Ms. Martine Schommer, Director general of the Department for Development Cooperation of the Ministry of Foreign and European Affairs of Luxembourg and Mr. Le Quang Manh, Director general of the Foreign Economic Relations Department of the Ministry of Planning and Investment, chaired the 8th Partnership Commission between the Grand-Duchy of Luxembourg and the Socialist Republic of Vietnam.

Luxembourg and Vietnam discussed respective development policies and strategies before reviewing progress and achievements of ongoing support and opportunities for further collaboration. A mid-term evaluation of the current ICP was welcomed by the participants as providing some useful findings for further strengthening relations between the two countries. In particular, the midterm evaluation underlined the important and visible results and impacts reached by Luxembourg’s development cooperation and its Vietnamese partners on provincial level, be it in strengthening health care in Cao Bang and Bac Kan provinces, in improving income of vulnerable groups in remote areas of Nghe An province, in providing high standard vocational training for tourism and hospitality students in Hue Tourism College and associated schools and in supporting the Vietnam States Securities Commission in creating a better environment for foreign investors.

To further strengthen and diversify relations between the two countries, new initiatives have been discussed. In the field of local development, Luxembourg is already working with Hue province to improve livelihoods and climate change adaptation of the population living in coastal areas, a project which will continue to support local communities until 2017. In the health sector, the Integrated Bio Bank of Luxembourg initiated collaboration with Vietnamese hospitals in the field of medical research. As a follow-up of the first capacity development support project in the banking sector, Luxembourg will provide funds to assist the Ministry of Finance and the State Securities Commission to further improve the legal framework of the securities market and strengthen human resources in this sector, in particular through high-level expertise from the Luxembourg financial sector. Finally, Luxembourg together with other donors plans to support Vietnam in the implementation of its green growth strategy, an important agenda for a middle income country highly affected by climate change.
