Luxembourg participates in the Open-ended Consultations on the proposal for an International Code of Conduct for Outer Space Activities in Bangkok

Upon the invitation of the Principal Adviser and Special Envoy for non-proliferation and Disarmament Jacek Bylica, the European Union External Action Service (EEAS) will hold the second round of the Open-ended Consultations on the draft International Code of Conduct for Outer Space Activities, which is  co-hosted by the authorities of the Kingdom of Thailand, in Bangkok on 20-22 November 2013 at the Centara Grand Hotel Central World. 

The initiative of an International Code of Conduct for Outer Space Activities stemmed from a request by the United Nations (UN) Secretary General to UN Members for concrete proposals on space transparency and confidence-building measures (TCBMs) as stated in the UN General Assembly Resolutions 61/75 of 6 December 2006 and 62/43 of 5 December 2007 on “TCBMs in Outer Space Activities”. In June 2012, the European Union, which believes that a Space Code of Conduct would be a contribution to space-related TCBMs, formally presented a draft of the Code to the international community at a multilateral meeting in Vienna, Austria. 

In order to advance progress on the Code in a more transparent and inclusive manner, the EEAS, leading this initiative, held Open-Ended Consultations in May 2013 in Kiev, Ukraine. UN Member States were invited to these consultations to address various aspects of the draft Code. Some 140 participants from 61 countries attended the consultations and provided valuable comments and suggestions to the draft Code. 

The second Open-ended Consultations in Bangkok should provide an opportunity for participants to review the revised draft Code of Conduct.
