Handing over of Pakkading Hospital, Bolikhamxay Province, Laos

The handing over ceremony of Pakkading District Hospital took place on 26 September 2014 in presence of Prof. Dr. Eksavang Vongvichit, Minister of Health, Mr. Pane Noymany, Governor of Bolikhamxay Province, Mr. Claude Jentgen, chargé d'affaires at the Luxembourg Embassy in Hanoi and Ms. Peggy Frantzen from Luxembourg Ministry of European and Foreign Affairs.
As part of Luxembourg's overall support  to the health sector in Laos, Pakkading Hospital will contribute to quality health services for reaching a larger share of the population, especially the poorest, those at risk, and those living in more remote areas. Luxembourg has indeed been providing support to the health sector since the Cooperation between Lao PDR and Luxembourg started in 1997. From an initial focus on Vientiane province, this cooperation has gradually expanded to include the provinces of Bolikhamxay and Khammouane, Vientiane capital as well as national programmes. Bolikhamxay province has also been the focus of successive rural and local development projects supported by Luxembourg, and the increasing collaboration and synergies between both sectors - health and rural development - will further improve the health of the population especially in the more remote villages.
Pakkading hospital incorporates functional areas for maternity, mother and childcare, outpatients, primary emergency services, an inpatient ward, pharmacy and laboratory facilities. The hospital will also act as a model facility/training location for improving the quality of care, hospital management and nursing practice and nursing management.  In this regard, a dedicated nursing team of advisors has been selected to advise and coach the 26 appointed national staff of this facility.
 
Within the new bilateral project LAO/027, Luxembourg will continue to support the new Hospital to provide good clinical care and services to patients and to act as a model facility in the province. This includes  the training of its staff and the startup of services. Sustainability of the facility is already an integral part of this design. A dedicated technical workshop area, including laundry and store facilities have been provided and long-term utilization of the site has been guaranteed through careful site preparation, erosion protection mechanisms and drainage. In addition, environmental issues have been addressed with a dedicated waste disposal and treatment plant and area.
